Draft National Strategy on Heritage and Cultural Tourism
According to the department of Tourism website, “The strategy provides a framework for the coordination and integration of heritage and culture into the mainstream of tourism. Firstly, the introductory section outlines the key points of departure including vision and mission, an overview of heritage and cultural tourism, broad goals and aims, rationale and methodology undertaken to develop the strategy. Secondly, the strategy provides an analysis of current situation and projects future scenarios for heritage and cultural tourism. Thirdly, the strategy outlines a technical approach towards implementation, with identified strategic themes, objectives and actions to serve as a guide to implement the strategy.”

The Draft National Strategy on Heritage and Cultural Tourism clearly outlines the vision, relevant issues and potential for socio-economic advancement.
However, the definition of Key Stakeholders falls short by omitting the Culture Forums that are being set up as Public-Private-Partnerships between Provincial Departments of Culture, District- and local Municipalities in partnership with cultural organisations that function at local level.
THE CULTURE FORUMS are key to the matters of identifying, packaging and development and delivering of products for the envisaged cultural tourism industry.
For example: George Culture Link (Multi-culture forum for Arts & Culture)developed and implemented a “blue print” for culture forums and formed a board of individuals who are passionate and skilled in the various genres of arts & culture. The following portfolios are represented on the board of George Culture Link:
Dance
Music
Visual Arts
Literature & poetry
Arts
Drama
Cultural Historical & Museum
Arts & Crafts
Indigenous population groups
Most of the local cultural forums find themselves “left hanging” without clear mentoring, very little capacity and without operational funding from their civil partners at municipal and provincial level.
The mapping process of cultural tourism assets should include the local culture forums.
FURTHERMORE, THE KEY STAKEHOLDERS as outlined in this strategy for heritage and cultural tourism, should plan their contributions towards capacity building and strategic mentoring of the local forum management boards. Their implementation strategies have to include capacity building, funding and official endorsements for fund raising in the national & global philanthropic sector.
LOCAL CULTURAL FORUMS constitute one of the critical cultural assets for implementing the cultural tourism strategy.
